Programme Implementation

Alliance Nepal has been implementing a SDC project, Training for Employment (TfE) since 2000The overall goal of TfE is to support Technical Training Providers to maintain the quality of vocational and technical education in order to enhance employability and productivity of their graduates. Organizational and Institutional Strengthening is the main focus of its activities. The “Vocational Pathways” has been identified as the area of concentration for inclusive approach in the whole spectrum of education and training with career pathways. TfE primarily aims to support deserving out-of-school youth in the vocational path of career development (entry and exit opportunity) through multi pronged approach.

  1. Organizational and Institutional Strengthening (OIS) approach in relation to its partner TTPs while implementing training packages with a view to enhancing TTPs’ competence to address the critical needs of the out-of-school youth and the country.
  2. Inclusion of those who are excluded (economically poor and socially discriminated i.e. Dalit, Janajati, women etc).
  3. Advocacy for better policy environment, e.g. Vocational Pathway to be integral part of systemic TEVT Development.
  4. Partnership (including cost sharing), holistic approach to training cycle, contribution in building the overall national TEVT capacity are the key cross cutting theme of the project.

Major outputs of the project are: Training Packages Development for out of school youth within Vocational Pathways leading to career path on the basis of market need and employment assurance; Piloting of the Training Packages in partnerships with TTPs; Monitoring of quality of TTPs performance and the training programs; Developing the capacity of TTPs for quality training delivery, marketing, pre to post training activities; Facilitating peer exchange groups for their mutual development as well as to create a forum for creative idea generation and professional discussions in the development of TEVT; Collecting and disseminating training and labour market information to TEVT stakeholders including partners, beneficiaries, needy ones; Supporting creative approaches, ideas and actions towards quality and system development on TEVT.

In first phase (2000-2002) of the project: About 2600 persons got skill training through the project out of which 60% is employed. In the current phase 16 quality training packages for out of school youth have been developed and 800 persons are receiving career path oriented technical and vocational training (6 to 15 months duration) from 23 partner TTPs. The project has officially been closed December, 2007 and up to March, 2008 backlogs of the project activities are being completed.

Alliance Nepal has been a partner in the implementation of District Roads Support Program (DRSP) of SDC (3 years - in the first phase) in the six hill districts of Nepal. Alliance Nepal provided support through deployment of staffs in institutional development aspects, and integration of social dimensions and community development for better road management for a period of three years. Major tasks carried out by Alliance Nepal for DRSP in line with training and development were: Training Needs Analysis; Curriculum Development for Formal Training Courses to engineers, supervisors, overseers, contractors & contractors/user groups;  Monitoring of the Training Programmes; Coordinating and Advising on Field Training; and Supervising and Monitoring the Trainers etc.

Institutional Development and Planning

  • Framework support package with intermittent backstopping support to enhancing the institutional capability of Association of District Development Committees of Nepal (ADDC/N) for better organization management and providing better services to the DDCs which also include selection of professional staffs and job orientation.
  • Pre-job orientation training and workshop to newly recruited staffs of ADDC/N to create common understanding about the role, functions, vision and operational mechanisms of the organization and orient about the factors for participatory organizational management in order to expedite team spirit among the staffs.
  • Supported in the development of long range strategic plan for CARE Nepal and Organizational Development Plan for MS Nepal
  • Developed Log-Frame-based operational strategy of national level NGOs: Nepal Water for Health—NEWAH and Self Help Group for Cerebral Palsy—SGCP
  • Review and designed the institutional development package for a national level entity on technical education and vocation training sector—Council for Technical Education and Vocational Training (CTEVT) under SDC and Asian Development Bank (ADB) contract
  • Facilitated a workshop to develop the Country Program (1998-2005) for Swiss Agency for Development and Cooperation (SDC) Nepal
  • Developed LogFrame-based strategic plan of Technical Institution of Technical Instructors (TITI)
  • Facilitated the team building workshop for Mother and Child Health and Family Planning Project for SDC Nepal, and for Eastern Region Forestry Training Project of DANIDA
  • Developed operational vision (strategic plan) of Butwal Technical Institute (BTI) and Sanothimi Technical School (STTS)
  • Carried out organizational analysis of Nari Bikash Sangh which is spread over to 22 districts and 7 zones with 44 regional branch offices, and have ascertained its institutional and human resource development needs for Canadian Coordination Office
  • Provided support to SNV Vietnam in the assessment of the institutional competence of the NGOs in with a view to strengthen their capacity for implementing national and provincial level project activities.

Review, Assessment and Evaluation

  • Facilitated participatory appraisal, planning, re-planning and designing of the projects for MS Nepal, GTZ, SDC, Helvetas, SNV and UNCDF
  • Facilitated different events to analyse organizational capability of the local organizations and civil societies under GTZ contract
  • Evaluated the national level bioengineering training programs of Road Maintenance Project (DFID and HMG joint venture) under DFID contract
  • Designed and reviewed different road sub sector projects of Department of Roads (DOR) under SDC, DFID and World Bank Contract (Arniko Highway Project, Maintenance and Rehabilitation Coordination Unit—MRCU, Strengthened Maintenance Division—SMD, Road Sector Skill Development Unit (RSSDU), Eastern Region Road Maintenance Project—EROM, Road Maintenance and Rehabilitation Project—RMRP)
  • Designed and reviewed different bridge sub sector projects of DOR and DoLIDAR under SDC Contract (Bridge Building at Local Level—BBLL, Suspension Bridge Division—SBD, Bridge Upgrading and Maintenance Project—BUMP)
  • Carried out final evaluation of Chisapani Community Development and Disaster Management Program (CCDDMP) of Japan International Cooperation Agency (JICA) and implemented by Nepal Red Cross Society
  • Clients’ perception study of Local Governance Program (LGP) supported by SNV Nepal
  • Assessment of CARE Nepal’s partnership programs with NGOs and private organizations
  • Baseline survey of nine VDCs of Bhojpur District for Vijaya Development Resource Centre
  • Mid-term review of Plan International’s Bhojpur program
  • Follow-up study of short-term course trainees of a leading technical training institute with a view to readjust the course contents according to changes in the labour market
  • Review of Rural Infrastructure Project of the HMG/N and World Bank and redesigning of a 35 million Dollar project for next 4 years in 21 districts in Nepal with a new name – Rural Access Infrastructure Project.
  • Review of NGO capacity building project of DACAW districts for Unicef
  • Series of workshops for UNIFEM in the assessment of Strengthening Pre-Departure Orientation for Safe Migration and designing of intervention packages and code of conduct for training providers

Conceptualisation and Project Design

  • Developed a common vision and operational strategy (log-frame based) of Rural Access Program (RAP) of DFID
  • Designed operational strategy of Water Resource Management Project and Rural Employment and Enterprise Development (REED) program for Helvetas Nepal
  • Supported SAP Nepal to design a community based action program for Women and Children in Difficult Circumstances (WCDC) for the benefit of three vulnerable ethnic groups of Mid-west Region of Nepal.  The outcome of the workshop was a project based on participatory organization and management of Sentinel System and socio-economic development activities to address the WCDC related violence and crime in Banke and Bardiya districts of Nepal.
  • Provided technical support to design "Women's Rights Advocacy Program", a gender mainstreaming program at the meso level, based on log frame for SNV Nepal

 Strategic and Periodic Plan of Local Government Institutions

  • Development of district periodic plan of Bhojpur, Bara, Dolakha, Lalitpur, Sankhusabha and Terathum based on the National Planning Commission (NPC) guideline. The district council has approved the district periodic plan.
  • Initiated participatory long and short term strategic planning process for 62 Village Development Committees, and developed district strategic plan of Bhojpur district based on VDCs' strategic plans under GTZ and DDC's support.  Review of the same was carried after one-year period of implementation.
  • Developed long term District Strategic Direction of Rupendehi, Rautahat and Kavrepalanchowk districts with a view to create networking system among different development actors (governmental line agencies, donors, international NGOs, local NGOs, local governance units).
  • Initiated the participatory planning process and community based participatory management system for 11 Village Development Committees in Argakhanchi District under EU contract.

Human Resource Development

  • Designed and delivered the package of training of facilitators (ToF) to create facilitators for Rural Transport Project and the government partner in Vietnam
  • Designed and delivered the package of training of facilitators and trainers for transformation (ToFTT) to create a pool of facilitators at Association of District Development Committees of Nepal (ADDC/N) and Lalitpur DDC in order to develop district periodic plan according to NPC guideline (based on log-frame approach for sectoral plan).  The assignment is for Decentralization Advisory Support Unit (DASU)/Danida.
  • Designed and deliver the package of training of trainers (TOT) to create a pool of district level trainers (selected DDC and VDC members and NGO representatives).  The ultimate aim is to capacitate these trainers to deliver training to elected and nominated women representatives of local government units of Lamjung District.  The assignment is for Nepal Law Society and Lamjung DDC
  • Created pool of trainers and facilitators of senior scientists and researchers for Nepal Agricultural Research Council (NARC) in the area of log frame based proposal development
  • Designed and deliver the package of ToFTT in developing participatory strategic plan (PSP) and strategic plan of operation (SPO) of local government units (VDCs and DDCs).  Created a pool of 23 district level facilitators (selected DDC and VDC members, NGO representatives and teachers) with the skills to facilitate district and VDC level PSP and SPO in Bhojpur district
  • Designed and deliver the package of TOT on Social Mobilization to selected district-based NGOs and community-based organizations (CBOs) of Taplejung, Ilam and Panchthhar districts.  The assignment is for Mechi Hill Development Program of SNV Nepal
  • Designed and deliver the package of TOT on Social Mobilization to selected district-based NGOs and community-based organizations (CBOs) of Lamjung district.  The assignment is carried out under GTZ contract
  • Designed and deliver the training package on facilitation skills for professionals to the program officers and project officers of SDC Nepal to create competency in facilitating the group events
  • Framework assignment to upgrade the capacity of senior scientists and researchers of different agricultural research stations of NARC including Pakhribas, Lumle and Nepalgunj in developing the project concepts as well as need-based project proposals under DFID contract
  • Assessed and reviewed the human resource development policies and programs of MS Nepal
  • Trained the representatives of technical training providers (schools and institutions), the potential partners of the Training for Employment project
  • Designed and facilitated TOT on facilitation skills for staffs and other professionals for Child Protection Centre.
  • Assessment of personnel management system of GTZ projects in Indonesia and drafting of a comprehensive Employment Handbook.

Gender and Development

  • Organizational analysis of SDC/Nepal on the issue of Gender Sensitivity with the expatriates and senior Nepali officers for SDC/Nepal.
  • Facilitated gender sensitisation programs and developed Gender Strategic Planning for SDC/ Nepal senior officers, health and forestry projects of SDC, Balaju Technical Training Centre (BTTC)
  • Carried out gender sensitisation programs including development of gender action plan for the field level development practitionersfrom different development organizations, organized by Nepal Rural Reconstruction Association (NERRA).
  • Facilitated gender sensitisation workshop in Women Development Office, Bhojpur for the District Line Agencies’ Heads,
  • Facilitated gender sensitisation workshop for the District Development Committee (DDC) members, government staff and project staff of Kavre district.
  • Rapid Rural Appraisal (RRA) for Primary Health Care/Mother and Child Health and Family Planning (PHC/MCH-FP) Project supported by SDC Nepal in Ramechhap district.
  • A special gender package for SNV Nepal consisting of the following programs:
  • Supported to design the operational strategic plan including an overall log frame to mainstream gender in SNV Nepal and its projects and programs
  • Designed a Gender Sensitisation Module by assessing and integrating the SNV model and the Alliance Nepal modules.
  • Gender sensitisation training and development of Gender Action Plans for SNV projects: Praja Community Development Project (PCDP), Agroforestry and Community Development Project (AFCDP), Bio Gas Support Project (BSP), District Partnership Program and Mechi Hill Development Program (MHDP).
  • Formulation of a log frame for “Organizational Capacity Building in Gender."
  • Training of Resource Persons (TORP): Created a pool of 16 resource persons within SNV to conceptualise, plan and mainstream gender related activities in the projects and programs
  • Support in developing TOR on "Gender Integration Module (GIM)" and identifying resource persons, training consultants and other gender related experts.
  • Gender Sensitisation Training for the staff ofMakalu Barun Area Conservation Project (MBCP)at Sankhuwasabha district for all the staffs, and training of facilitators and trainers for gender transformation (ToFTT) to the selected staffs of MBCP.
  • Provided the backstopping and advisory support to the interns of Gender Internship Program, designed and implemented by SDC India. The major focus was on the strategy for the interns to become change agent within their respective Organizations.
  • Supported Institutional Reform and Informal Sector (IRIS) research team in carrying out an institutional analysis of various GO/INGO and NGOs involved in income generating activities entitled Women Entrepreneurship Management Training/Issues and Problems.
  • Carried out assessment study for identification of special needs of women for micro-entrepreneurial development under UNDP contract for MEDEP

Others

  • Alliance Nepal has carried out a “National survey on Impact Study on situation of Goitre and Iodine Deficiency Disorders (IDD) and availability of Iodized salt in Nepal” under the support of the Government of India. This was commissioned by Salt Trading Corporation.
  • International Fund for Agricultural Development (IFAD) commissioned Alliance Nepal to carry out rapid appraisal of all 9 districts of far western region to identify skills gaps that is required for the employment within the region or outside. On the basis of the findings a project “Skills Enhancement for Employment (SEEP)” is being conceptualised. The project document is being developed which has a number of innovative approaches for creating direct linkage between skill training and employment for the youth (conflict affected/victims/ex-combatants/poor).
  • Consultancy service is regularly provided to Trail Bridge Support Unit (TBSU), a project of SDC for their program meetings and self assessment of the project reviewing and reflecting on the past experiences: major achievements, difficulties, and lessons learnt and to further take necessary strategic and operational decisions to smoothen the implementation of the project.
  • Water Aid-Nepal (WAN - an international NGO) has commissioned Alliance Nepal to support NEWAH (Nepal Water for Health – a local NGO) for its institutional development so as to develop their effectiveness and efficiency. It was an on-going assignment of 3 months which has been completed.
  • Consultancy service was provided to Vertical Shaft Brick Kiln (VSBK) programme by Alliance Nepal to develop its concept and operational strategies for their new phase planning of the project.
  • Alliance Nepal facilitated to develop UNIFEM PON’s strategic planning and helped to provide consensus & team building among team members for increasing staff strength and better coordination to meet the increasing challenges and move forward
  • Alliance Nepal assisted to develop the strategic directions of Butwal Power Company (BPC) and noted major milestones with regard to its growth and expansion for its better effectiveness and efficiency.  
  • In September 2007, ILO and Alliance Nepal signed a contract for three months to implement model vocational skill training programme which mandated Alliance Nepal to design and test the skill training models for employment and check possibility to replicate the training for the youths in the country.
  • Alliance Nepal facilitated a three-day retreat in Jaipur, India to smoothen the progress and focus on the way forward for UNIFEM South Asia reflecting on its achievements, challenges which needed to be addressed to develop strategies for the future meeting the objectives of the upcoming strategic plan 2008-11.
  • Alliance Nepal has been engaged in analyzing the gaps in Medicinal and Aromatic Plants and Non Timber Forest Products (MAP/NTFP) related policy, looking at logical link of MAP/NTFP management towards achieving MDG and also assessing Nepal’s position towards fulfilment of CBD obligation.
  • Alliance Nepal was assigned by SNV (International) to develop a national HRD policy for Bhutan in the road sector making it compatible to the forthcoming 10th five-year plan.
