MS with specialization in HRD and major in Economics. Has developed a cadre of facilitators and trainers in the field of Gender, Strategic Planning, Management and Institutional Development. Has been providing professional support to bi-lateral and multi-lateral projects and programmes in the different aspects of management and institutional development for last 25 years. Has worked as a consultant in the Philippines, Sri Lanka, Bangladesh, India, Thailand, Mauritius, Malaysia, Namibia, Kyrgyzstan, Tajikistan, Uzbekistan, Switzerland, Germany, Vietnam and Indonesia. Has supported in Nepal and abroad in the conceptualisation of project’s long term strategies and operational modalities for more than 70 different projects in the area of infrastructure, social and community development, and specific projects in Health, natural resource management etc. Has reviewed and evaluated about 20 projects using participatory process. Did also support in the institutional and human resource development of 11 NGOs and developed them as the intermediaries in different parts of Nepal. Previously worked in a Government organization, Industrial Services Centre, for providing non-banking support to the public and private sector industries in Nepal for their human resource development initiatives. Has assessed training needs of these industrial ventures in Nepal. As a senior level HRD Officer of Swiss Cooperation Office and Helvetas, has developed their HRD policies and supported all its projects in mainstreaming HRD strategies and activities. Other related services to the Swiss projects in Nepal were facilitation of participatory workshops and seminars in project design, operational strategies, self-evaluation and project review. Has developed institutional capacity of SDC, SNV-Nepal, and HARP/DFID in Gender mainstreaming and has trained resource persons to further implement the strategies and related activities. Areas of specialization for consultancies are in the field of using participatory approaches for institutional development, organizational strengthening and project review. Has a hands-on and effective methodological competence in dealing with macro (policy) and meso (alliance building) level decision making processes. Presently responsible to oversee smooth implementation of “Training for Employment” a SDC project, as the Managing Director of Alliance Nepal. Has designed the concept and methodological process for preparing district level strategic plan as well as periodic plan through participatory process.
Dr. Bhatta did his Ph. D. (forestry) in Silviculture and Forest Influences with a focus on social forestry and community Development from the University of the Philippines at Los Banos and Masters in Social Forestry. Dr. Bhatta is currently involved in Policy analysis of NTFP sector in Nepal. Recently he completed the assignment as the Project Director for the “National survey on Impact Study on situation of Goitre and Iodine Deficiency Disorders (IDD) and availability of Iodized salt in Nepal”. Dr. Bhatta joined PAARRM (Policy Analysis of Agriculture and Related Resources Management) Program of Winrock International in March 1999 as the Resource management Specialist and continued until August 2005. In this position he had been involved in the Policy analysis of Forestry Sector in general and more specifically in the Policy Analysis of Nepal’s Community Forestry Program. He was also involved in the project on resolving second generation issues (mainly the issue of governance) in NRM users groups. Before this he served as the Program Coordinator and Planning and M+E Coordinator for the GTZ supported Nepal-German Churia Forest Development Project (1996-1999), Head of Natural Forest Silviculture and Management Section at Forest Research and Survey Center of Ministry of Forest and Soil Conservation (1993-1996) and Training Officer at the Training Division of Ministry of Forest and Soil Conservation (1984-1993). Besides, he has contributed in several studies as a consultant. He resigned from the HMG’s service in 1996. Dr. Bhatta has been involved in the studies related to silvicultural aspects, policy aspects, institutional aspects and equity aspects of community forestry program in Nepal. He has also been supervising or co-supervising research of a few students pursuing Master of Science and Ph D degrees program in Forestry and Natural Resources Management Program in various Universities.
Ph.D. in Economics from University of Rajasthan and M.Sc. in Environmental and Resource Economics from University of London. Has more than 20 years of teaching experience as Associate Professor at Tribhuvan University. Has been providing professional support to UN organisations, bi-lateral and multi-lateral donors and government agencies in different fields including poverty, Millennium Development goals and Human Development, food security and vulnerability, and monitoring and evaluation of development programme and projects for last 25 years. Worked with UN agencies, especially World Food Programme and UNDP, and conducted various studies for UNICEF; exposure to the UN system and government bureaucracy. As a member of UN Interagency Technical Group on Poverty, contributed significantly to mainstreaming food security, poverty related indicators. Also, contributed to the preparation of Nepal Human Development Report 2001, and Millennium Development Goals: Progress Reports 2002 and 2005. Has experience in designing household survey system, instruments of data collection and their piloting and administration, and combined use of household survey and participatory approaches/tools so as to reinforce the findings of each and other.
Bachelors of Science in Industrial Engineering and Masters in Business Administration. Successfully handled the Account Quality of Brands like Dell, IBM and Acer at Acer Information (Philippines) Inc. as Quality Engineer. His Quality Story on the innovation steps used to achieve lowest defect rate for Acer Laptop 510 series was recognized with Excellence Award. He developed Statically Process Control for the entire company in Acer Philippines; the SPC later was adapted at Taiwan Site. He has continually handled audits for QMS of the company. He has initiated and established in - house training centre for 3500 employees. He has developed and implemented various policies related to Quality Management, Training, Skill development and enhancement and Human Resource Development. He has successfully handled his first homeland assignment as Head of Human Resource department of countries biggest corporate house Chaudhary Group. He has formulated, initiated and implemented the various company policies in all the units including Performance Management System. Established the first corporate house run training center in the organization. As an execution team member and trainer for the Retail Chain Management, he has successfully conducted the orientation and ensured the implementation of the system. He is a visiting faculty in Kathmandu University, School of Management conducting Human Resource Management and Development courses. He has consulted, conducted and facilitated in various programs on Performance Management, Quality Management, Human Resource Management, and Ergonomics for NGO’s, Corporations and Corporate houses.
MBA from Washington International University, MS in agriculture from University of the Philippines. Has 30 years of professional experience mostly as senior manager/director in development field in Nepal, Bhutan, Bangladesh, Tajikistan and Azerbaijan. As Country Director in Azerbaijan with International Rescue Committee and in Tajikistan with Save the Children US designed policies for the agency, oversaw financial and grant management, managed human resource, represented agency with donors, government, community and other stakeholders. Managed multimillion dollar relief, rehabilitation and development programs in cross cultural settings. As Deputy and Program Director managed multi-sector program and took care of all management issues. Gender, ethnic and regional balance has always been priority thematic areas while designing the program. Prepared emergency response plan and ensure its implementation, oversaw the security, prepared security guideline and trained staff. Supervised a dozen expatriates and hundreds of national staffs at a time. Worked with the World Bank as Emergency Social Action Project Technical Support for Preparing a Community Based Housing Component, Sierra Leone. Involved in the World Bank mission in Poverty Alleviation project appraisal mission as micro-finance and institutional development expert, Tajikistan. Worked as consultant with Helvetas Nepal, DEVTECH, New Era and various other agencies as trainer, land use specialist, strategic planner and agriculturist. In the initial part of the career worked as agricultural specialist, natural resource manager and trainer. Is pursuing Ph D in Business Administration from Washington International University.
M. Sc.-TU; MA Development and Management-UK. Has more than twenty years of experience in programme development and management including policy development in the area of health, HIV/AIDS, community development and so on. Expertise lies in the areas of project design, programme evaluation and assessment; management and institutional review; and contributes in training and facilitation. He has worked as country director for BNMT and as National Programme Manager for UNDP assuming total responsibility of programme and financial management for more than US$ one million annual budget. He has also worked as UNAIDS consultant in Bangladesh. Has gained substantial experience while working first with government and later with INGOs (BNMT, SCF/UK, SC/N, SC/US), Bilateral (SNV, SDC) and multilateral agencies (UNDP, UNAIDS, World Bank) as a staff member and lately as a consultant. He has offered intermittent and backstopping support to various organisations during programme implementation. Has over 20 years of experience in the development sector. Presently, Country Director of ActionAid Nepal, since March 2001 to date. Is the Chair of Association of International NGOs (AIN) in Nepal since January 2005. Has Heralded several research projects and studies in various capacities as Project Advisor, Gender Advisor, Gender Specialist, Team Leader, Rural Sociologist, Research Associate, Project Coordinator, Project Associate, Research Coordinator, Study Director, Project Director, Principal Investigator, Monitoring Supervisor, Survey Coordinator, Project Associate, Survey Coordinator and Economist. Experiences in organizing training and workshops come mainly from three sectors, use of participatory approach for planning, implementing, and monitoring and evaluating development projects, and carrying out research; women, gender and development; social mobilization, poverty alleviation, conflict resolution, and other development issues (bonded labour, Dalit, WTO, Farmer’s rights, PRSP etc). He has contributed in various capacities as Resource person, Chief Facilitator, Chief Trainer, Training Coordinator, Workshop Moderator, Co-Facilitator. Has been awarded several fellowships and awards such as the Mahendra Vidya Bhusan, class A; PhD Scholarship the Institute of Irrigation and Development Studies, University of Southampton, UK;N/N Rock International Scholarship, to study Master of Science in Social Development at the Ateneo de Mari la University, the Philippines. Has actively prepared, written and contributed many research publications, articles in national and international journals, and articles in various daily newspapers like the Kathmandu Post. Masters in Sociology from Jawaharlal Nehru University, Delhi, Bachelors (Honors) in Sociology from Lady Shri Ram College for Women, Delhi. She has been participating and assisting in facilitation, gathering data and creating reports for various workshops conducted by Alliance Nepal. Further more she assisted in SDC’s project “Training for Employment” (TfE) project implemented by Alliance Nepal supporting the Project Manager & Program Officer in related programme works. She was Programme Assistant in ILO and also completed her internship there. She did volunteer work in UNICEF and worked as a short term consultant where she researched, collected and reviewed reports from different sources and organizations for a comprehensive assessment of “Girl’s Education in Nepal”.
